3/4cups vegetable broth
1/2 fresh lime
1tsp cumin
1tsp salt
1tsp crushed red peppers
1tsp garlic powder
2tsp onion flakes

Add all ingredients to a blender.

Blend on high speed until completely smooth.
Note
It is best to let it sit in the refrigerator overnight to let the flavor meld.
